PUBLIC COMMENTS:
Resident Kurt Foster reported that there is a maple tree on Bluff street in the floodplain that needs to be taken down. One of it’s branches has fallen onto a telecom line and the Village also planted an elm tree next to it and the elm tree won’t grow in the shade of the maple.
Mike Roy with the Sidney Improvement Group reported that Sidney Fun Daze will be the last weekend of July as usual and they have spent about $7,100 on inflatables, petting zoo and bands, etc. He is asking for any amount of a monetary donation from the Village to support Fun Daze. Trustee Harris made a motion to donate $5,000 to the Sidney Improvement Group to support Fun Daze this year. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
PRESIDENT ARRASMITH’S COMMENTS
President Arrasmith asked for a motion to approve the minutes for the May 2nd, 2022 Board of Trustees meeting. Trustee Gadeken moved that the minutes of the May 2nd, Board of Trustees meeting be approved. Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.
President Arrasmith then began by asking to board to approve spending up to $1,800 for Clerk Fish to attend the Illinois Municipal League Annual Conference in Chicago in September. Trustee Gadeken made a motion to approve up to $1,800 so that Clerk Fish can attend the IML Conference in Chicago. Trustee Hooker seconded the motion; the motion passed with all ayes on a roll call vote.
President Arrasmith then reported that the drain in Dunlap Woods that has created a sinkhole is not the Village’s property. The Village had the line scoped with a camera and there are a few illegal hookups to the Village line. It was concluded that the problem tile is the resident’s responsibility.
President Arrasmith then addressed the issue with standing water in the ditch in front of the houses of 4, 5, 6 Dunlap Woods. Trustee Harris said the Village’s best option right now is to ask the resident who is draining their sump pump into the ditch to move it to his backyard and see if that makes a difference first.
The state deposited the Village’s REBUILD (RBI) Funds into our Motor Fuel Tax account in the amount of $67,716.30. Mike Friend with Farnsworth Group explained how these two funds are comingled in our MFT fund now and that we will need to make resolutions for the expenditures we decide to use it on and how much came from each source; IDOT will then keep track of it. He stated that if it was under $25,000 that it did not have to be reported on the state list, we would just use it as we would our normal MFT funds.
ATTORNEY MILLER’S COMMENTS
Attorney Miller stated that we will hold a special meeting right before our next regular meeting to discuss and approve changing the zoning from R1 to R2 on the duplexes on Sunset Drive.
JEFF WYANT’S COMMENTS
Village Maintenance Supervisor Wyant reported that he had tried using the machine that the Village could rent to repaint the lines of the parking lot for the Community Building and said that it did a terrible job. He then stated that he could have Jeff Cross come and repaint the parking lot for $500. Trustee Harris made a motion to approve hiring Jeff Cross to repaint the lines in the parking lot of the Community Building for $500. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
Trustee Laurent arrived at the meeting at 7:27pm.
Village Maintenance Supervisor Wyant then stated that the backhoe needed new tires and the cheapest quote he could find for them was for $1,800. Trustee Harris made a motion to spend $1,800 to purchase new tires for the backhoe. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
Mr. Wyant then reported that American Way Storage had placed 11 new portable sheds onto their property without getting the proper permits, so he sent them the paperwork to fill out and an invoice for $550. He also fixed the stop sign at the corner of David and Byron; and stated that the outlet next to Little Bear was not working. He also received some signs from the Unity High School FFA teacher that are awards that a couple students from Sidney received and that he will put those on a post by the Welcome sign.
FINANCE REPORT
The financial reports were read by Trustee Hooker. Trustee Hooker made a motion to pay the bills with the additions of $63.45 to Falcon Equipment and $101 to Orkin. Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.
Trustee Hooker then stated that she and resident Sue Hartman bought and potted all of the hanging plants in the downtown area.
STREETS AND ALLEY
Trustee Gadeken did not have any comments.
WATER/SEWER/UTILITY
Trustee Harris stated that a Vermeer machine is too expensive for the Village to rent and that having the guy that we use now jet the drains is cheaper.
PUBLIC PROPERTY
Trustee Bickers was absent, but Supervisor Wyant stated that permit #744 was issued at 411 Tempa Drive.
PARKS AND RECREATION
Trustee Laurent did not have comments.
COMMUNITY DEVELOPMENT
Trustee Schluter was absent.
Trustee Laurent made a motion to adjourn the meeting. Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. The meeting was adjourned at 7:40pm.
